Recently,the Development and Planning Department of the National Energy Administration issued a signed article titled"Accelerating the Construction of a New Energy System",providing fundamental guidance and a program of action for energy development during the 14th Five-Year Plan period.
The notice emphasizes that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has clearly stated that a clean,low-carbon,safe,and efficient new energy system should be initially established during the 15th Five-Year Plan period.Specific tasks and measures are as follows:
Optimize the spatial layout of energy resource bases and other areas.Adapt to the distribution characteristics of China's energy resources and energy consumption,optimize energy development and flow direction,and intensify the construction of new energy infrastructure.Coordinate the construction of non-fossil energy bases and distributed development,build the"Three North"wind and photovoltaic base,the southwest integrated water,wind,and solar base,and the coastal nuclear power and offshore wind power base,and vigorously develop distributed energy.
Accelerate the green and low-carbon transformation of energy.Adhere to the principle of developing multiple energy sources such as wind,solar,hydro,and nuclear power simultaneously,coordinate on-site consumption and external transmission,promote the steady development of wind and solar power generation on a larger scale,continuously increase the proportion of new energy supply,advance the integrated development of hydro,wind,and solar power,actively and safely develop nuclear power in an orderly manner,and strive to achieve a proportion of non-fossil energy in total energy consumption of around 25%by 2030.Focus on building a new power system,accelerate the construction of smart grids and microgrids,create a new grid platform featuring coordination among main grid,distribution grid,and microgrid,comprehensively enhance the flexible adjustment capabilities of all links including sources,networks,and loads,actively develop new models such as direct connection of green electricity,and improve the power system's ability to consume,allocate,and regulate new energy.
Strengthen the system for high-quality energy development.Ensure the improvement of the supporting regulatory system for energy laws,and accelerate the formulation and revision of laws such as the Electricity Law,the Coal Law,and the Renewable Energy Law.Stimulate reform vitality,establish a unified national electricity market system,deepen the construction of medium-and long-term,spot,ancillary services,and capacity trading markets,and support the participation of various new types of entities in the electricity market.
Build a new pattern of international energy cooperation.We will continue to deepen international energy cooperation and strive to maintain the security and stability of the global energy industry chain and supply chain.We will establish a new model of win-win cooperation for energy transformation,and promote power interconnection with neighboring countries and regions.We will actively engage in international cooperation in the new energy industry chain,strengthen the international alignment of energy technology and standard systems,and enhance the international recognition of China's green certificates.
